[ ] Recipient and matter/reference number are on the cover note.
[ ] The purpose of the material is stated in one neutral sentence.
[ ] The original native export is preserved and its custodian is identified.
[ ] The evidence index lists every file and stable item/exhibit ID.
[ ] The chain-of-custody log records each export, copy and transfer.
[ ] The redaction log explains every omission without exposing removed data.
[ ] The time zone and date format are stated.
[ ] Participants are identified, including changed numbers or display names.
[ ] Representative selections retain enough surrounding context.
[ ] Any gaps, missing media, deleted messages or export limits are disclosed.
[ ] Passwords or encryption keys are sent through a separate channel.
[ ] The recipient has confirmed their required format and maximum file size.
[ ] Submission deadlines and retention instructions are recorded.

Suggested neutral cover note:

“Attached is a working evidence bundle derived from the preserved native
WhatsApp export identified as [EX-001]. The bundle covers [date range] and was
prepared for [purpose]. The original is held by [custodian]. Intentional
omissions and redactions are listed in the redaction log. Known limitations:
[list any gaps, missing media, changed numbers, time-zone issues or other
limits]. Please advise if you require the native export, additional context or
a different format.”
